The debate on simpler and more competitive banking regulation has gained considerable momentum. Following the financial crisis, the stability of the banking sector was deliberately strengthened. However, it should also be noted that European banking regulation is considered increasingly complex and, in some areas, inefficient – and is thus increasingly seen as a disadvantage in terms of location and competitiveness. Against this backdrop, the European Commission has launched a consultation on the competitiveness of the banking sector.
The webinar, led by Dr. Teo Geldner and Sebastian Moll, both from the Association of German Banks, addresses these developments and provides an overview of the key drivers and lines of conflict in the current debate. The starting point is the European Commission's consultation on the competitiveness of the banking sector, which covers topics ranging from regulatory complexity and aspects of the banking union to detailed banking supervisory issues. Another focus of the event is the question of proportionality in banking regulation.
Together with Dr. Sabine Albrecht, Head of Microprudential Regulation at the Deutsche Bundesbank, possible approaches for a specific small bank regime and alternative considerations for the further development of existing proportionality categories will be discussed, for example in the context of the SNCI debate at European level.
Finally, Dr. Sabine Albrecht highlights the supervisory perspective in the context of the current MaRisk review and classifies the ongoing discussions from a supervisory point of view.
In addition to the technical classification, the focus will be on exchange with the participants. The aim of the event is to classify key developments in the current debate and discuss possible implications for banks at an early stage.

Sebastian Moll:
Sebastian Moll has been an associate in the Banking Supervision and Accounting Group at the Association of German Banks since 2024. There, he supports the implementation of the banking package with a focus on operational risk and credit risk. Since 2025, he has also been coordinating work on regulatory simplification in the area of capital requirements. His activities include representing interests in national and European legislative procedures and supporting member banks in implementing regulatory requirements.
Dr. Teo Geldner:
Dr. Teo Geldner works at the Association of German Banks in the banking supervision and accounting working group. There, he is responsible for issues relating to liquidity requirements for banks, third-party risk management, and BCBS 239. He previously worked in research and consulting and holds a doctorate in macroeconomics and a degree in banking.
Dr. Sabine Albrecht:
Dr. Sabine Albrecht has been Head of Microprudential Regulation at the Deutsche Bundesbank since September 2024. Since joining the Bundesbank in 2017, she has held various positions and has been seconded to the Federal Ministry of Finance and the Permanent Representation in Brussels, among others. Prior to that, she worked as a lawyer in a commercial law firm.
