The debate on simpler and more competitive banking regulation has gained considerable momentum. Following the financial crisis, the stability of the banking sector was deliberately strengthened. At the same time, however, European banking regulation has become increasingly complex and fragmented – and is thus increasingly seen as a disadvantage in terms of location and competitiveness. With its position paper on simplifying regulatory requirements published in November, the German Banking Industry Committee has provided a key impetus in this debate. The issue is also receiving greater attention at the European level: the SSM Task Force recently presented a reform agenda for the efficiency and further development of banking supervision.

The event offers a compact overview of the current state of the simplification debate. Sebastian Moll, German Banking Association and one of the authors of the DK paper, will present the main content and objectives, while Dr. Teo Geldner, also from the German Banking Association, will place these in the national and European context. Dr. Sabine Albrecht, Head of Microprudential Regulation at the Deutsche Bundesbank, will supplement this by highlighting the perspective of the supervisory authority and the associated expectations and framework conditions.

In addition to providing expert analysis, the focus will be on exchange with participants. Practical implications for banks and possible developments in regulation will be discussed.

Sebastian Moll:

Sebastian Moll has been an associate in the Banking Supervision and Accounting Group at the Association of German Banks since 2024. There, he supports the implementation of the banking package with a focus on operational risk and credit risk. Since 2025, he has also been coordinating work on regulatory simplification in the area of capital requirements. His activities include representing interests in national and European legislative procedures and supporting member banks in implementing regulatory requirements.

Dr. Teo Geldner:
Dr. Teo Geldner works at the Association of German Banks in the banking supervision and accounting working group. There, he is responsible for issues relating to liquidity requirements for banks, third-party risk management, and BCBS 239. He previously worked in research and consulting and holds a doctorate in macroeconomics and a degree in banking.

Dr. Sabine Albrecht:
Dr. Sabine Albrecht has been Head of Microprudential Regulation at the Deutsche Bundesbank since September 2024. Since joining the Bundesbank in 2017, she has held various positions and has been seconded to the Federal Ministry of Finance and the Permanent Representation in Brussels, among others. Prior to that, she worked as a lawyer in a commercial law firm.
