Europäische Bankenregulierung der Zukunft - Weniger Komplexität, mehr Wettbewerbsfähigkeit?

The debate over simpler yet competitive banking regulation has gained significant momentum. Now, the decisive phase is beginning: Over 200 comments were received and evaluated in response to the European Commission’s consultation on the competitiveness of the European banking market. The European Parliament, the Council of the EU, and the Commission have announced a reform package (“Amendments to the banking framework”) for early 2027.

Led by Dr. Teo Geldner and Sebastian Moll (both from the Association of German Banks) as well as Dr. Sabine Albrecht (Head of Microprudential Regulation at the Deutsche Bundesbank),

What are the Commission’s objectives? What reforms can be expected? And what are the implications for the European banking market, Germany as a banking hub, and individual financial institutions?

Led by Dr. Teo Geldner and Sebastian Moll (both from the Association of German Banks) as well as Dr. Sabine Albrecht (Head of Microprudential Regulation at the Deutsche Bundesbank),   the webinar will analyze the report’s key findings and discuss which regulatory developments are already taking shape today. 

What are the Commission’s objectives? What reforms can be expected? And what are the implications for the European banking market, Germany as a banking hub, and individual financial institutions?

The webinar will focus on:

  • Prudential barriers to integration - market integration, capital and liquidity management in cross-border groups, intragroup exposures, and the further development of the European deposit insurance system.
  • Macroprudential framework - further development of capital buffers, harmonization, and the future balance between European uniformity and national flexibility.
  • Competitiveness as a Shared Responsibility – What changes are emerging in the interplay between binding requirements and supervisory guidance?
  • Microprudential Regulation – What developments can be expected regarding Pillar 2 requirements and other microprudential guidelines?
  • Proportionality and the Small Banks Regime – Will there be a standalone small banks regime, or will the SNCI status be further developed? What exemptions seem realistic, and how could proportionality be given greater consideration in the future, particularly in guidelines and Q&As?

Another focus of the event is the latest developments surrounding the MaRisk amendment and practical issues related to Pillar II. Dr. Sabine Albrecht will analyze the European Commission’s proposals from a banking supervision perspective and explain which positions are already emerging in the ongoing reform process.

In addition to providing expert analysis, the event focuses on fostering dialogue with participants. The aim of the event is to contextualize key developments in the current debate and to highlight potential implications for banks at an early stage.

Dr. Sabine Albrecht:

Dr. Sabine Albrecht has been Head of Microprudential Regulation at the Deutsche Bundesbank since September 2024. Since joining the Bundesbank in 2017, she has held various positions and has been seconded to the Federal Ministry of Finance and the Permanent Representation in Brussels, among others. Prior to that, she worked as a lawyer in a commercial law firm.

Dr. Teo Geldner:
Dr. Teo Geldner works at the Association of German Banks in the banking supervision and accounting working group. There, he is responsible for issues relating to liquidity requirements for banks, third-party risk management, and BCBS 239. He previously worked in research and consulting and holds a doctorate in macroeconomics and a degree in banking.

Sebastian Moll:
Sebastian Moll has been an associate in the Banking Supervision and Accounting Group at the Association of German Banks since 2024. There, he supports the implementation of the banking package with a focus on operational risk and credit risk. Since 2025, he has also been coordinating work on regulatory simplification in the area of capital requirements. His activities include representing interests in national and European legislative procedures and supporting member banks in implementing regulatory requirements.
